Article 5-1. The obligation to provide motor transport of the Law on Motor Transport
Individuals and legal entities are required to comply with the legal requirements of law enforcement officials and special government agencies for the use of motor transport (except for representative offices of foreign States and international organizations with diplomatic immunity) to travel to the scene of accidents, emergencies and deliver citizens in need of emergency medical care to medical institutions.
Local executive bodies, on the recommendation of the relevant authorized body, organize the transportation of forces and equipment involved in the prevention and liquidation of an emergency situation. Provision of motor transport (with the exception of representative offices of foreign states and international organizations with diplomatic immunity) to individuals and legal entities for the elimination of natural and man-made emergencies and their consequences, as well as reimbursement of expenses for the use of motor transport are carried out in accordance with the Law of the Republic of Kazakhstan "On Civil Protection", except for the cases provided for in parts the first, third and fourth of this article.
The owners of motor transport are reimbursed for the costs of using transport in the cases provided for in parts one and three of this article, as well as the damage caused from the state budget in accordance with the procedure established by the civil legislation of the Republic of Kazakhstan.

This Law regulates the relations that arise between carriers, passengers, shippers, consignees, and other individuals and legal entities in the field of road transport.
